This is a handsome pair of black and silver basket weave cufflinks and tie tack by Foster for Regency. I come from a racing family (so this could be a skewed opinion) I am pretty sure these are racing flag cufflinks tie tac set. They date to the late 1970s and come in their original box. Would make a lovely groom's present.
